When your AC is off for the winter, it is not running against frozen air or trying to work. It is simply resting. Any ice that forms on the outside is cosmetic, not a real threat to the machine. The metal is made to shed water and ice and dry out on its own when the wind and air move around it.
That last point matters a lot. Air movement is what keeps the unit dry. And that is exactly what a full cover takes away.

If you have a cold-climate heat pump, this section is the most important one for you. A heat pump that runs in winter should never be covered. Not the top, not the sides, not with anything solid.

Here is why. Unlike a summer-only AC, your heat pump works all winter to pull heat from the outdoor air and bring it inside. To do that, it needs to move large volumes of air through its coil, even at minus 30. It also runs a defrost cycle that melts ice off the coil into the open air.
Cover any part of a heat pump and you choke this whole process. Airflow drops, the system works harder, and the defrost cycle cannot clear ice properly. Instead of covering a heat pump, protect it this way:
